How to Use This Site

This Online Reference Committee Testimony Site will serve as the method of testifying for I-20 reference committees A, B, and C.  

GUIDELINES

In an effort to effectuate a meaningful and productive Virtual Interim Meeting, online testimony/amendments will be limited to two (2) comments per person, per item of business and 450 words (roughly three minutes oral testimony) per comment. This is the protocol for traditional in-person hearings. Extraneous testimony will not be accepted. If you wish to ask a nonmember to provide a comment regarding your resolution/report, you may type the comment on the site on the non-member’s behalf. Please indicate at beginning of comment that testimony is on behalf of {name}. This non-member testimony does not count towards your two-comment limit. Note, however, that non-member testimony is subject to the same two-comment limit as members.

Testimony should be reflective, concise and germane to the applicable item. One suggested approach would be to offer one comment explaining your view when testifying initially, and then offer a second comment towards the end of testimonial period. This approach gives members the ability to be heard and allows reference committees to carefully reflect on a manageable level of testimony so that engaging and definitive discussions can ensue.

Please review each reference committee’s list of titles. To distribute volume evenly, some topics are assigned to a reference committee that traditionally they may not have appeared in.

  • To type a comment on these resolutions/reports, click the title.
  • On the next screen, click the “Add” button in the Comments section of the page.
  • When you’ve completed writing your comment, click “Save.”
  • Your comment will be posted immediately.
  • Audio/Video Testimony Upload:
    Members also have option to provide testimony via a video/audio file in the interface located below the listing of resolutions/reports. When you submit audio or video testimony, please begin by stating the Reference Committee (A, B, or C) and the item number of the resolution/report (Example: "A item 1"). Limit your testimony to 3 minutes and upload a standard audio or video file completing all the fields below. Once uploaded, please create a written comment for the appropriate resolution/report per the instructions above stating that you have submitted audio or video testimony. Comments will be posted within 24 hours.

DIRECTIONS

Written Comments:

1. Click the title.
2. Type in your testimony.

Important: Write whether you are testifying:

• “FOR or AGAINST” (capitalize, please) the resolution/report, or “FOR” or “AGAINST” any motion/amendment already proposed in comments
• “On behalf of myself/district/caucus/committee”
• “Offering an amendment” (for reference committee’s consideration)
  • Indicate page and line number from resolution/report
  • Type proposed amendment as you wish text to read
• “Asking a question” (Directed to reference committee)

• On the next screen, click the “Add” button in the Comments section of the page.

• When you’re finished writing your comment, click “Save.”

• Your comment will be posted immediately.

Audio/Video Testimony:
Members also have option to provide testimony via a video/audio file in the “Box” widget below. Limit your testimony to 3 minutes per recording, per item, 2 times per item.

Important: when you record your audio or video testimony, please state:

1. Your name and the Reference Committee (A, B, or C) and the Hearing Order Item #
(1, 2, 3) of the resolution/report:
2. Indicate whether you are testifying:

• “FOR or AGAINST” (capitalize, please) the resolution/report, or FOR or AGAINST any motion/amendment already proposed in comments
  • Indicate page and line number from resolution/report
  • State proposed amendment
• Save file with following convention [Ref Com Letter A/B/C_ Item #_Your Last Name] and upload a standard audio or video file completing all the fields below. Once uploaded, on the Online Reference Committee Testimony site, please create a written comment for the appropriate resolution per the instructions above stating that you have submitted audio or video testimony. File will be posted within 24 hours.
